What is Motor Vehicle Token Tax in Pakistan?

Motor vehicle token tax is an annual fee collected by provincial Excise & Taxation Departments from all registered vehicle owners in Pakistan. It is governed under the Motor Vehicle Ordinance, 1965 and serves as a yearly renewal of your vehicle’s legal right to operate on public roads. Once paid, a physical token or digital sticker is issued as proof of payment — traffic police can stop and fine any vehicle not displaying a valid token.

The tax year runs from 1 July to 30 June every year. If you pay your full annual token tax on or before 31 August, you receive a 10% early payment rebate, effectively reducing your total dues.

Token Tax Rates by Province — FY 2025-26

Punjab

Punjab has moved to a value-based token tax system. Cars with invoice values between PKR 1,000,000 and PKR 2,000,000 pay 0.2% of invoice value annually, while vehicles above PKR 2,000,000 pay 0.3%. Vehicles up to 1000cc are eligible for a one-time lifetime token tax of PKR 20,000 — pay once and never again. Punjab also offers a 10% discount for payments made before 31 August through the ePay Punjab app.

Islamabad (Federal Capital)

Islamabad follows the Federal Withholding Tax schedule under Section 231B of the Income Tax Ordinance 2001. The rates are among the most progressive — small cars up to 850cc pay PKR 10,000 for filers and PKR 20,000 for non-filers, while mid-range cars like 1300cc to 1499cc pay PKR 2,500 (filer) or PKR 5,000 (non-filer). Vehicles 10 years or older are exempt from withholding tax.

Khyber Pakhtunkhwa (KPK)

KPK applies Withholding Tax under Section 234 of the Income Tax Ordinance. The filer advantage is significant — a 1800cc car owner who files their taxes pays PKR 6,000 annually versus PKR 12,000 for non-filers. KPK motorcycles pay a one-time lifetime token tax of just PKR 1,000.

Sindh

Sindh’s vehicle tax system is administered through the excise.gos.pk portal. New cars up to 1000cc pay a one-time PKR 20,000 lifetime tax. Motorcycles up to 149cc pay just PKR 80 per year. Sindh has digitised most of its services and offers online payment through the e-Payment GOS app using a PSID number.

Balochistan

Balochistan follows flat annual rates. Cars between 1001cc–1500cc pay PKR 1,200 per year, 1501cc–2000cc pay PKR 1,500, and above 2000cc pay PKR 1,800. Motorcycles are covered by a one-time lifetime tax of PKR 1,500. Balochistan also grants special exemptions for electric vehicles.

Transfer of Ownership Fees in Pakistan

When buying or selling a used vehicle in Pakistan, the new owner must pay a Transfer of Ownership fee to update the registration with Excise & Taxation:

What is luxury tax on vehicles in Pakistan?

Luxury tax is a one-time additional fee charged at the time of new registration for high-value vehicles. Imported cars above 3000cc are subject to PKR 450,000 in luxury tax. Imported cars between 2000cc–2999cc pay PKR 275,000. For locally assembled vehicles, luxury tax applies to cars above 1500cc — PKR 25,000 for 1500–1999cc and PKR 50,000 for 2000cc and above.
